The Presets and Profiles buttons moved locations on the Edit toolbar -- Look towards the options on the left side of the Edit screen.  Tap Presets, and switch from Premium to the Library tab, and scroll down until you see User Presets--your presets should be there.

Purchasing a subscription on your iOS or Android device provides access to Lightroom Premium features on mobile devices, such as phones and tablets. 
 
You can purchase a desktop plan from Adobe.com or the Mac App Store directly. Once you have a desktop plan, you can then cancel your mobile plan that you purchased via the iOS App Store.
