Should I be using Lightroom CC or Lightroom 3.1?   Which is more advanced and/or easier to use?  Thank you

Lightroom CC is the older name for Lightroom 3.1 (the CC was dropped from almost all Adobe apps last year), so they're the same. I assume, therefore, that you really mean Lightroom Classic (current version 9.1) versus Lightroom 3.1?

If so, understand that there are significant differences between them, most notably that Classic keeps all the images on local disk storage, whilst Lightroom keeps all the images in the cloud (with options to store a copy of them locally). For a feature comparison, have a read of this: https://www.lightroomqueen.com/lightroom-cc-vs-classic-features/
