Unable to create a Catalog

My apologies if I am wasting your time, but I do not see an option to create a Catalog when I select the File tab. Below is a screenshot of what I am offered and the version of LR I am running.

 

Please, any help is appreciated. Thank you for your time.

You are using Lightroom desktop. This version of Lightroom does not work with a local catalog, so you can't create catalogs. It works with a local cache (library), but you cannot create more than one cache. Lightroom Classic is the version that works with catalogs.

Use the MENU: File > Add Photos...

Then you will see your photos in the 'online' Cloud Catalog.

 

Note there has also been a recent upgrade to v4.3
