A question about scaling

So I was wondering if there is a way of scaling an image towards a specific point. for example if I have a donut shape, is it possible to scale the outer circle of the donut towards the inner circle, without the inner circle changing size, making the shape thinner?

hope it makes some kind of sence. I didn't really know how to explain it.

If vectorial yes. You can dissociate external path

If pixelated, not as easy but you could use some tricks…

2 selections : Inside / Outside

Combine I/O  to get a ring

Reduce the ring and get the inside selection back

Center is unchanged

@didiermazier gave you good instructions. Another way would be to duplicate donut then to mask above or duplicated layer, its outer part and to alow below outer part to be seen then to scale down below layer with donut.
