Is it posssible to have this in ascenting/descenting order?

Do you mean reversing the complete order?

No, for example if I want a particular number brush I have to scan entire table. If I can set the numeric value to ascenting/descenting order it is easy.

Was it ever possible to sort by diameter size? No, as far as I know, that option was never available.

I am replicating a YouTube tutorial which was done with older version of Ps. I found it was difficult to find particular number brush. I do not know whether that brush is availabe in latest version. Setting value in ascenting/descenting order make the work easy. ~~Is their any way to create a separate folder and add collection brushes you frequently use?~~ OK I have found the method which is in YouTube.

You can certainly create new Groups to organize your Brushes.

But have you tried the search field yet? If the names reflect the radius anyway that should work.
