Camera Raw Colors Different than Photoshop

Yes, I'd also suspect the monitor profile first. Or a buggy GPU driver bug - those are two sides to the same coin these days, since the conversion into the monitor profile is executed in the GPU now. A marginal profile could throw a marginal GPU driver off, and vice versa. They both have to be correct.

It would help to see a side by side screenshot so we know what kind of difference we're talking about.

What I can say immediately is that randomly changing profiles like you say you did, is only going to make everything much worse. You may have made it very difficult to backtrack to the correct settings. You apparently have a defective profile on your system. Changing it to profiles that don't belong there will not solve anything. You should make it a priority to return everything to the way you found it, if possible. Until you do, this will be much more difficult to track down.

What I've tried:

• Reset Preferences in Photoshop
• Trying just about every combination on color profiles possible in windows color management as well as photoshop and camera raw preferences.
• Ensuring all color settings match across windows and adobe apps, as well as trying to mismatch them.
• Disable GPU acceleration in Camera Raw and Photoshop.
• Uninstall and reinstall photoshop and camera raw, as well as updating. 
• Updating GPU drivers. 
• Downloading ICC profile for my monitor from manufacturer website. 
• Resetting monitor
• Resetting all color management ICC/ICM profiles
• Disabling HDR 
• Update windows
• Roll back GPU drivers
• Use DDU to clean reinstall drivers
• Plus many other thing I can't remember.

Profiles from monitor manufacturers are notoriously bad, and often defective out of the box.

Try setting the monitor profile to sRGB (use Adobe RGB if your monitor is wide gamut).

If this fixes the issue, you should ideally calibrate the monitor with a hardware calibrator. This will also create and install a custom monitor profile that will be more accurate than sRGB or Adobe RGB.

With Photoshop closed, press the Windows key + R, type colorcpl in the box and press Enter.

Add the sRGB profile, then set it as default.
