Command "stroke" is currently unavadible

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, Paths, …) visible and the Actions Panel with the failing step visible? 

Hello, which layers are created by the action? 

Does the action come with instructions? (select a text layer, for instance, or convert text layer to a shape...)

You are running action to achieve some effect? We can not see whats going on because uploaded image is tooo small. Every action step is independent but every step has requirements like active selection. Click Stop to stop action then expand Actions panel so we can see step at which action stopped. Also ensure that Layers panel is visible. From what I can see none of the layers is selected or active what can also cause problem with Edit > Stroke to be executed if thats problem in your case.
