"Could not use pencil because of a program error” PS 25.3.1

If I use the pencil tool on a bitmap image I get the error "Could not use pencil because of a program error.” Other tools give similar errors.
The bug is also there in PS 25.1 and 25.2
I already let an adobe agent take remote control of my computer when I was on PS 25.2, and they said they escalated my bug to their supervisor. I was told to report back if the bug was still there in 25.3 and it is. If I revert to PS 25.0 I do not get the error
