Eye Dropper/Color Picker not Working

I have this issue for over 2 weeks now.
I've try going back to older version or updating to the latest version, they don't work. Whenever I try to color pick something, it won't show the right color in color slider. 

Does anyone knows how to fix this problems? Thanks!
