Eyedropper tool samples desktop instead of window above it

Hi. 

I'm trying to sample a colour from a browser window. The sampler bypasses the browser window and samples from my desktop image instead. As soon as I leave the photoshop window the eyedropper tool will only sample from the desktop image, no matter how many windows are open on top of it.

 

I tried resetting the tool.

Any suggestions?

Mac 12.7.3

    Make sure Photoshop is listed and allowed in Mac OS System Settings/Security and Privacy/Full Disk Access and also Screen Record.

    Make sure Photoshop is listed and allowed in Mac OS System Settings/Security and Privacy/Full Disk Access and also Screen Record.
