Hand Tool in Photoshop 2020 Working In Reverse

Why does the hand tool do exactly the opposite of what I'm telling it to do when I release the mouse button?

If I drag down and to the right, the image moves up and to the left.   If I drag down, it moves up, etc.

The image moves the direction I'm dragging until I release the mouse button or space bar, and then it jumps totally the opposite direction.   I have tried resetting the tool, etc.

Help!

    The behavior of holding H or Space key is different.

    When you hold H, it goes to opposite direction.

    So I think you are looking for Space key.

    Hold space and use the pen or mouse to move it.

    Same error here, I tried to redefine everything and it still doesn't work, I thought until it was a new way for the tool to work.

      What have you done for trouble-shooting so far? 

      Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

      Are you using a mouse or a tablet?
