Help needed! New to Photoshop and LRC

Hi, I'm new to the whole wonnderful world of Adobe Photoshop and LRC.  

 

Before I begin, I should say that I know the error is mine and I had my camera setting incorrectly set.  That being said, I'm wondering if there is a way to unblur/sharpen the image attached.  I've tried the Develop/sharpen tool and also the Develop/Blur tool but it doesn't seem to be able to correct the photo in any way.  

 

Is it just a no hope situation?

You can fix a lot of things, but there's one thing you cannot fix: out of focus.

That's an awfully small sample that really doesn't look very blurry.

Try using the Camera RAW filter.

Thank you, I'll go youtube this one.  Though i do think that it might be out of focus as D Fosse below says. I am so new to it all... thank you for your help.
