how to measure an outline/perimeter of an object or selection

I am making neon-led signs. in order to besides design dose signs, I need to know exact measurement for the light-strip. or actually the other way round: as a light-strip is 3meters long and it has to outline a letter; how can I set up the outline/ perimeter for a letter/object/selection?? or measure it myself?
