Hue Saturation sliders not working from menu or shortcut, only as an adjustment layer

i'm on 25.6.0 on a mac Sonoma 14.3.1 (23D60).

When on a layer and i call up the Hue Stauration adjustment for a destructive change, either from the menu or a shortcut, the sliders move but nothing changes, If I use Hue Saturation as an adjustment layer, non destructively, the sliders work.

Can anyone help with resolving this?
