Is your computer connected to the internet?

Can you connect to the Adobe site (adobe.com)?

Check the steps listed in the linked document below; check especially your HOTOS file.

Try a different browser.

Install the Creative Cloud Desktop Client

Download Adobe Creative Cloud apps | Free Adobe Creative Cloud trial

and try to install the application from the client.
