Issue with PS2024 memory hogging

I am using MacBook Pro M2 Max 32Gb RAM. I often export lots of files from LR to PS to stack, though this part may be irrelevant. My PS performance settings are to use 65% ram/19GB. But I am finding when there are no open files in PS, that it is consuming 22GB RAM ! The memory will only be relinquished once I fully Quit PS 2024. I see other people have reported issues with other releases as well, and for some reason seems to be an issue that is escaping the Adobe development team
