latest Photoshop updated (25.9) - sometimes pan/scan/zoom issues

applied latest update yesterday. before everything was fine, now this issue appeared:

opening 2gb multi-layer 16bit PSB, working for a few minutes, switching applications some time (f.e. email, browser). no other 3D application open. after a few minutes of working in Photoshop (retouching, adjustment layers, transforming, stuff like this), when using the hand tool or zoom tool, the image inside the (windowed) document just flickers wildly while holding the buttons and zooming or panning. it also doesn't work properly, the zoom kind of does sometimes and it zooms, other times it looks like it zooms, but I end up where I was before when I release the buttin. the pan never works and I always end up where I started panning (disabled flick panning btw). using the sliders on the side works, navigator also works.

 

turning off Use Graphics Processor in Performance settings obviously fixes it, but that's not a solution, just a workaround. after doing that I enabled Use Graphics Processor again and it worked fine for ca. 30min of the same work, but with very little application switching.

win10 with all latest non-optional updates

AMD Ryzen 9 3950x

2x NVIDIA GeForce RTX2080 Ti, driver 536.23

two screens, one in 2560x1440, other with 3840x1600 (cuz I am close to sure that does play a role, because I have more issues than others with GPU)
