Make is not currently available in Frame From Layer

I have record a action make frame from layer, But issue is make command not available..When run the action getting a error. I am using Latest Version Photoshop 22.5.1

Here, "Enable Events to Run Scripts/Actions:" is already turn off.

How to fix the issue ?

Try to use Insert Menu Item when recording action step. If you have recorded something like below screenshot then Ps is looking for specific layer like Layer 5 which does not exist.

Update: I am testing work around to rename layer then to convert to frame. It does not work, only working solution for me is Insert Menu Item > Layers > New > Frame from Layers.
