My Photoshop settings got WIPED. No idea why. Actions, keyboard shortcuts, etc. Help recovering?

Note: PC User here on Windows 11 Pro.

Do the Photoshop settings get saved somewhere on the Adobe cloud that I don't know of? My computer crashed and I had to update the BIOS, then when I restarted photoshop all my settings were reset to default. All my actions, brushes, workspaces, everything. My app data/roaming is completely reset to default.

Any help would be appreciated!

@Trizzay Your only help is only if you had saved those presets out to a location where you can then restore from. There is no auto saving these items to a cloud storage solution. (see Export and Import presets section)
