No available style preset options in Style Transfer neural filter

I have downloaded the style transfer neural filter but when I try to use it there are no artist styles or image styles listed in the presets. The style transfer preset menu and custom menu never load and show up blank with no options. see the attached screenshot

I am using Photoshop version 25.3.1 and my computer is running on macOS Big Sur version 11.7.10

Is this happening because I have an outdated macOS? do I need to download the presets individually? In all of the tutorials i've watched, they appear to come automatically downloaded with the filter but I cant see them anywhere

any advice is appreciated

ps. I am unable to update my macOS because my MacBook is from 2013

No i did not see those presets either!

I ended up contacting Adobe customer service and they fixed the issue by remotely controlling my laptop and altering some code on my end. The neural filters have worked properly(except loading very slowly) ever since.

I think it was probably glitching because of my outdated macOS(Big Sur version 11.7.10) and/or my old hardware(2013 Late Macbook) but i didn't confirm with the adobe support, wish i would have in hindsight

If you download the Landscape Mixer and Color Transfer, do you see those presets?

If you go to Apple>System Preferences>Security & Privacy>Privacy>Full Disk Access, do you

see Adobe Photoshop 2024 listed?
