One PDF opens properly in Photoshop, other does not

I am trying to open some PDF files I received using Photoshop. I want to open them so I can view the image. When I opened the first one, I did not change any of the settings in the pop-up window and the file opened properly. When I attempted the second file, the previewed image was correct, but the file opened and the screen was almost blank. 

Now, I'm fairly competent when it comes to Photoshop but this one has me stumped. Why would the previewed image be correct and the opened file be incorrect?

    Perhaps a GPU-related redraw issue. Try zooming out and back in many times, or adding a new layer or guides or something to refresh the view (this could be similar to folk who report the main view as white/black/gray but can see the full colour image preview in the layer panel).
