Opening the Neural Filter tab locks system

Photophop 25.3.1

When I open the Neural Filter Tab (Filter->Neural Filters...) it locks my system. The whole computer, including my mouse becomes inresposive for 1 or 2 minutes. After that my computer regains responsivenes but Photoshop is locked up.  An Empty tab does open that showa a progress icon but the icon does not move.

Any help would be appriciated,
