Are you subscribed to an Adobe Creative Cloud plan that includes both Photoshop and After Effects?  

If yes, I would try logging out of your Adobe ID, restarting, and then logging back in.  Our Creative Cloud subscription allows for Photoshop and After Effects to be installed on multiple computers (Mac and Windows), but active on only two while we only use one at a time.  So, also double-check that you are only logged in to your Adobe ID on two computers.

If the issue persists after that, reach out to Adobe support.
