Periodic canvas freezes break scrolling and zooming

Probably every 10-20 minutes, my pan and zoom will stop working. I can still interact with layers just fine, as well as switch tools. I need to close and open the file I am working on to fix this. My windows version and drivers are up to date. I am also on a fresh install of photoshop, so resetting my preferences seems unnecessary. This issue has occured on a different adobe account on this computer. For reference, I have an HP spectre and I use photoshop with my touchscreen.
