Photoshop blacking out Gaussian Blur

Hello everyone,
I'm having this problem with PS. I added Gaussian Blur to screen of the phone to make it look like a glow. But when I'm exporting, it turns out to pitch black. Does anyone know the solution?

What does the original look like when viewed at 100% zoom?

it looks normal, only turns out black while exporting
