Photoshop Feature: Jumping layer selection

My student came to me with a problem. He told me it has been happening to him for a while. Every time he worked on a project,  the layer selections change erratically between the other layers. It would happen whenever he change to a different tools or when he tries to make use of the filter feature. If you know why this is happening to my student , please share.

Can you show screenshots (of a video) to illustrate what is happening?

 

Is the student on macOS or Windows? Which version? Also, which version of Photoshop?

 

Did resetting preferences help?

The latest version of photoshop. My student uses a windows 11 computer. I don't have any screenshots because its second hand account from my student and I have never experience it myself. I will tell my student about resetting their preferences.

He can use the Snipping tool built into Windows to take before and after screenshots. We need to see the entire screen, including the canvas and all the Layers.
