photoshop malfunction: remove tool adds blobs of color

Question

why has the remove tool, suddenly after the latest update, defer to a psychodelic blob instead of the ai remove function i used to have?. no longer removes just puts blobs of varying colors on my photograph!

I cannot reporoduce the issue on Photoshop 25.11.0.

What have you done for all-purpose trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
