Photoshop print settings "could not complete your request"

Hello!

I am unable to print. I have been printing for years and today it stopped. I get this very generic error.

I have uninstalled all Creative Cloud products, went into the Registery and removed anything that said "Adobe", rebooted, used the uninstall direct download application. Also went to General and disabled the "Use Graphics Processor"
