Photoshop Tools [Pre-purchase question]

Hello, i want to purchase photoshop but before purchase i have few quesion..

1) if i purchase liscense version can i get the new tools and new options in photoshop? If yes, let me know which tools i get more.

As far as I know one can install the CC applications for a free 7 day trial.

Maybe that can help you make an informed purchasing decision.

There's also Photoshop Elements which can be purchased for a once of payment

At current Adobe only sells Cloud Licenses which are not perpetual but allow to install the most current version and updates.

If yes, let me know which tools i get more.
