I can see in the YouTube video that they're using the Polygon tool. If you can't find it, it should be nested with the Rectangle tool. You can also search for it using the Discovery panel and entering Polygon tool. One way to access the Discovery panel is to go to Edit > Search.

Then you can make adjustments to the polygon either in the Options bar (Window > Options) or in the Properties panel (Window > Properties) to make it a star with however many points you like. You can also click on the shape after you draw it to bring up the Create Polygon options.

Are you trying to add a lens flare (Filter > Render > Lens Flare...)?

The Polygonal Lasso Tool has not changed recently. What exactly do you want to do? Can you show us or post a link to the tutorial you are following? After translating your text, I am not sure what the problem is.
