Apple changed access to Photos in iOS 14 to get Photos importing again please do the following:

Go to the Settings application

scroll on the left side to Photoshop

with Photoshop selected, Choose Photos from the Allow Photoshop to access section

Set Allow Photos Access to All Photos

I have the same problem. Red notice flag comes up from cloud icon and says it does not support this file.
