Render timeline animation to video not working - wheel of death

I'm attempting to render a 15 second timeline animation to video and I'm just seeing the wheel of death spinning... hase been going for a good 30 minutes.

The animation is very simple, just a few moving elements over a background image.

I'm running the latest version of everything.

Has anyone else had this issue?
