Rotate in PhotoShop on Apple M2 Pro

Everytime I try to use the rotate tool in PhotoShop on my Apple M2 Pro I get the error message "Could not complete your request because it only works with OpenGL enabled document windows." I've tried to toggle the "Use graphics processor" on and off, go back to an older version of PhotoShop and other suggestions from the forums, but nothing works. Please help!
