Save without the word "copy" added

Issue:
Photoshop version: Adobe Photoshop 26.0.0 20240927.r.26 a733fda x64
OS: Windows 10 64-bit Version: 10 10.0.19045.5011
Steps to reproduce:
In 'Preferences/File Handling' I checked Enable legacy "Save As" and I checked 'Do not append "copy" to filename when saving a copy'
I make the following Action: Unsharp Mask 22% - Save as JPG - Quality 10 in K:\2023\Pictures Estland\ - than 'Save' and 'close'
When I look in the folder where my pictures were saved, the first one indeed has no appenden word "copy" but all the picters used with this 'Action' have the word "copy" added. I had help from the helpdesk that looked with me and took over my PC. Photoshop was removed and installed again, but the failure still showed up
Expected result: The word "copy" not added. (as I was used to in former versions o fPhotoshop)
Actual result: The word "copy" added
I read about "flatten the image" on a page with 'solutions' but that does not help.
