I believe the moving of your User folder to an external drive is the issue as mentioned in this thread:

https://community.adobe.com/t5/photoshop-ecosystem-discussions/plug-ins-nicht-mehr-verf%C3%BCgbar-nach-umzug-des-benutzerordners-von-macos/m-p/14887624

Look under

Macintosh HD/Users/UserName/Library/Application Support/Adobe/UXP

for those plug-ins

Is your Mac Apple Silicon or Intel?

Can you give us a link to one of the plug-ins you installed?

You looked under the Filter menu in Photoshop?

There still are some older CEP based plug-ins available that would show under Window>Extensions (legacy)

It is an iMac Retina 5K, 27“, 2020, with an Intel Core i7 and Sequoia 15.0.1.

Among the „missing“ plugins are all the Tony Kuyper plugins, e.g. TK9-Combo_v3.0.0.ccx, the newest version. These are all plug-ins that I have installed via the Creative Cloud App.
These plugins do not show up under the filter menu (here I find plugins from Topaz and Luminar), but used to show up under the plug-ins menu. However, this menu is greyed-out/not accessible.
Thank you for your efforts!

In which folder does Creative Cloud for Photoshop 2024 (25.12.0) store installed plug-ins on macOS 15.0? Plug-ins are listed as installed in Creative Cloud, but cannot be seen and used in Photoshop. The Plug-ins menu item is inactive/gray.

This link gives you the file locations.

But plugins nowadays mostly tend to be installed as programs in the applications folder.  Look for the .8BF files for the code that fires up the plugin.  You can also place those .8BF files in  a remote location, and point to themm by placing a shortcut to the containing folder in the Plugins folder.  This is a handy way of keeping the release and beta versions sync'd, and avoid losing the plugins with major updates.

I am hoping we'll get major upate during MAX next month.  That used to be the case, but came early last year.

I could not find a location. The problem seems to be that there are different kinds of plugins which are installed in different locations. My problem arises only with plugins that are installed via the Creative Cloud. And these are not fired by .8BF files. They don't reside in the plug-ins folder, but possibly in an extensions or plugins folder in the UXP folder.
