When I click on the tool bar, it acts like I'm clicking on my desktop

I just got the new macbook pro with the M3 chip 2023 and I have photoshop 2024

When I go to click on a tool in the tool bar, for example the arrow. It clicks me out as if I clicked on my desktop instead.

It's as if the tool bar doesnt exist even though I can see it and still use shortcuts.

If your Mac is running macOS Sonoma, what version is it and have you updated to the latest macOS Sonoma 14.1.2?
