Adobe elements will not load

I experienced a problem with adobe Elements 12 not loading ...

So I reinstalled it afresh ...but same problem ...please advise upon a solution

    Checking for updates is good, and normal. What happens next?

    I click on the shortcut and the adobe icon on the lower bar has a message photoshop elements 12 and then a box that says Quit and a yes or no choice, I've tried clicking on both, nothing happens

    Hi fredm,

    Thanks for posting in Adobe forums.

    I understand you are facing issue in loading Elements 12.

    Could you please try the following steps:

    - Go to location

    C:\Program Files (x86)\Common Files\Adobe\

    - Rename "SLCache" to "SLCache.old"

    - Go to location

    C:\ProgramData\Adobe\

    -Rename "SLStore" to "SLStore.old"

    If inside C:\ you do not find "ProgramData" folder then it means it is hidden then to open it

    - Open "Run" command

    - Type %ProgramData%  inside Run command

    - Hit "Enter"

    Open Adobe Elements & give it some time to open (30 seconds approx)

    - It should ask you to activate the product

    - Sign in with your Adobe ID

    - Enter your serial number & activate the product

    What happens when you try to open the program? Are you having difficulty with editor and/or organizer? Any error messages? Windows or Mac?

    the first time, I got the screen with choices and I chose Edit, A line streamed across it,, but  did not open the editor, Now nothing opens, Got icon on bottom bar saying it is An Adobe application manager. When I hover on it it says Photoshop Elements 12, but if I click on it it checks for updates. Concerned if I uninstall and try to reinstall if won't take my information.
