Clicking on icon will not open photoshop elements 2019

I purchased Photoshop Elements 2019 recently, downloaded it, and was running fine for the month or so. I clicked on the desktop icon to open it as usually, but nothing happens. The icon lights-up, there is the circle of death for a very brief moment, then nothing. I tried uninstalling it with the intention of reinstalling it, but I get an uninstallation conflict (error code: 131) which says to "save my work and close the following programs - Adobe Photoshop Elements 2019". It sounds like it is up-and-running, yet it is not. I am using Windows 10. I have not received any new updates lately. Any thoughts?
