Dialogs not opening

Hi, hoping someone can help me here.

Using Photoshop Elements 12 under Windows 10.

The problem is that in Guided mode some of the dialog boxes don't open. Here's an example:

I select "Old Fashioned Photo"

I click on "Adjust Tone" and no dialog appears. I click on "Add Texture" and no dialog appears. However if I click on "Add Hue/Saturation" the appropriate dialog does appear. The problem is not limited to this specific Effect. Same happens on the others. Some dialogs work and some don't. And here's another thing. If I set the View to Before and After Horizontal then on the occasions that no dialog opens the Before image flickers, as if something is appearing on the screen and disappearing again (but way too fast to actually discern anything).

I've tried resetting preferences and have completely reinstalled to no avail.

Has anyione experienced this and solved it, or got any useful suggestions?

    An idea that MAY work to install and/or run old programs in Windows 10... works for some, not for others

    -RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window

    -or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)

    NOTE - Win10 anniversary update version 1607 has caused MAJOR problems with old programs, so the above may not work

    Thanks for the reply John. It could be a compatibility issue of course but it seems strange because some dialogs open fine and others don't, and there's no error or any feedback to suggest lack of permissions. Still, what do I know? So I tried running as admin and tried resolving compatibilty issues but neither sorted it. The thread 2293598 link doesn't work by the way.
