Is there a way in elements 2019 to change the display time for a slide or the whole slideshow?

    Not really.  You can add or subtract media to the slideshow and you can change the theme/template because that will change the total length of the slideshow.  But you cannot make changes to how an individual photo or video will appear. 

    If you want more control over the slideshow, then you have to use Premiere Elements and create your show from scratch.
