Disappearing palettes

Using Elements 15 on Windows 10, I set up a bunch of palettes (navigator, history, etc.) to be displayed.  Most of the time, when I restart Elements these palettes are still there, but quite often they don't show, and I have to relaunch them all over.  Is there any way to make sure they stay there and don't disappear sporadically?

    I'm using Elements 2018 so I don't know if it's the same in 15. I selected Custom Workspace and the pallets show all the time. You can add, remove, reposition the pallets; open new ones from the Window menu and move them to the panel bar.

    Btw, the file I opened for illustration was edited in Photoshop some time ago; I don't believe PSE has a Selective Color Adjustment layer.

    Hope I got this right. I'm a relatively new PSE user (though I formerly used Photoshop for years: v.1-CS3)

    I don't seem to have the "Custom Workspace?"  option in my Window menu.

    My screenshot evidently was not clear enough. My apologies!

    You don't access Custom Workspace from the Windows menu but from the little "More" icon in the lower right hand of the screen. Here are some better screenshots and instructions by Adobe.

    If this doesn't work, hopefully one of the Adobe Forum Experts will come along and provide the correct information.
