Does Elements Offer Crop to Pixels? And Save to Smaller KB?

I have an older version of Elements (11-- old!) and I need to upgrade. Does the newer Elements offer the ability to crop to pixels? I don't have that option in mine. I also need a program that can save to a specific KB range. In 11 I can just shrink it down to "low" and hope for the best, but I need more control over specific kb size.

Could you elaborate more on what is meant by Crop to Pixels?

Both pse 11 and pse 2018 have Optimize to File Size in File>Save for Web.

Thanks for pointing that out! I didn't know about that option. Unfortunately, at least in Elements 11, I get this error message: The image exceeds the size Save for Web was designed for. You may experience out of memory errors and slow performance. Are you sure you want to continue?

Crop to pixels: I want to crop an image to 700x400 px. I need that ratio. In elements, it seems I can only crop to an inches ratio. ??

You can set 700 px x 400 px in the Crop Tool options, just add px after the numbers or right click and select pixels.

As far as that size warning, it just means the image your using is bigger (pixel dimensions) than the intended size for Save for Web.

The reason is, Save for Web came out in the late nighties when images weren't nearly as big and adobe has never bothered to update the code.

Chances are it will still work.

If not, you can reduce the pixel dimensions of the image by using Image>Resize>Image Size before going to Save for Web.
