Dropdown menus not populated, PE11, Windows 10

Until this weekend, Photoshop Elements 11 worked well on my desktop with Windows 10. Now, it loads, but all of the dropdown menus are not populated. They are blank. I tried rebooting; didn't work. I uninstalled and reinstalled the program; still useless. Please advise as to how to fix this problem.

It may be due to a Windows 10 update.

Try updating or rolling back your video driver directly from the card manufacturer's site.

I really have no idea of how to do that; any assistance would be appreciated. I'm not even sure how to determine what video card is installed. FWIW, Premier Elements works fine, so the problem is limited to Photoshop Elements.
