Dynamic Link Media Server

Re: Elements 15's  Create Slideshsow,  I get an error reading "DynamicLinkMediaServer has encountered an Error."     What does that mean to me?  Also, I can only launch PSE 15 once during a session at my computer.  If I want to launch PSE 15 again, I must reboot.  I have a PC originally with Windows 8 that I upgraded to Windows 10.
