Editing filters in Elements 13

I can't find the way to edit filters in Elements 13. I used to be able to change colors, brush stroke length, contrast etc. Am I missing something obvious, or is my version just too cheap to include editing tools?

    Hello,

    To change filter properties, please navigate to Filter > Filter Gallery

    In the Filter Gallery,  you have the option to customize the filter properties.

    How about if I want to adjust cutout or neon glow etc.?

    Hello,

    Both of these filters are available within the 'Artistic' subcategory in the Filter Gallery.

    You can adjust the filter properties as per your requirements inside the filter gallery.
