Elements 13 "Photoshop Camera Raw 9" Fails

Hi Photoshop Forum folk.

This is my first forum entry so not sure if this will be the right place for this problem. But well worth a try.

I am at present running Elements 13 on my PC which has Windows 8.1 as the OS  and only use the app occasionally for photo tweaks. the problem I am having is  I am repeatedly being asked to run an update "Photoshop Camera Raw 9"..

I have repeatedly tried to download the update and it says I have been successful but as soon as I try to close the application the update message come up again.

The only way I can get out of the app and close it down is to tell it to update when I shut down and then quickly force the shut down before the update message reappears again.

Can you please advise of a way to either carry out the update successfully or to remove the update message for reappearing.

I am not a big user with PS elements 13 and do use the "RAW part of the application. Not even sure what it does !

Any advice would be welcome.
