Elements 14 [How to give lineart an animated look?]

i need help trying to use/find out how to do lineart in PS Elements 14. i have scanned a drawing i have been working on and sketched it but i can seem to find the correct tool that will let me give it a more animated look

So you have sketched it in PS Elements already, and want to animate it?

If that's the case, then you just need to cut up and arrange / rename the layers for rigging in Character Animator. One video that might be interesting is this one at around 20 minutes in, where I take a hand drawn sketch and turn it into a puppet:
