elements 15 - windows cannot access the specified devie path or file

as per case 0189175543

i install the product and it works fine however if i then log off and back on, i get the error above. this is both from the shortcut as well as the exe direct in the welcome screen directory under program files\adobe. if i reinstall again it works fine (until i log off again). has anyone found this as i am struggling to get an answer from the vendor
