Elements 2019 can't open: Installer might be damaged

I have already installed the 2018 version, but when I try to open it it is just showing it is opening and stop. When I downloaded 2018 from Adobe website it is showing me this message (see above). What is wrong?

It looks like you downloaded PSE 2019. Do you have a serial number for PSE 2019?

You cannot install from a zip folder. Open the download folder and click Extract All

Then double-click on Setup in the new (non-zip) folder
