Elements 2019 Organizer Issue

Both the Organizer and the Home Screen won't launch in Photoshop or Premiere Elements. Also the Organizer won't launch in the Home Screen. However the Organizer will launch from the icon on the desktop. I am using Windows 10. Does anyone have a solution?

    Yes please try uninstalling and reinstalling the application.

    Did you do a standard installation in Program files on the C: drive?

    Yes. The only thing I messed up on was dragging the Organizer exe file on to the desktop and then moving it back to the Organizer folder. This may have caused the issue. Would uninstalling and then reinstalling both photoshop and Premiere Elements fix the problem?
